The Homes for Every Local Protector, Educator, and Responder (HELPER) Act is a bipartisan proposal designed to make homeownership more achievable for the people who serve our communities every day—especially educators and first responders. Samuel P. Royer (Salute Home Loans) is a leading advocate and a recognized voice behind the HELPER Act movement, working to help bring this opportunity to the people who protect, teach, and respond on the front lines. If passed, the HELPER Act would create an FHA-backed home loan option for eligible first-time homebuyers, including PreK–12 teachers, law enforcement and corrections officers, firefighters, EMTs, and paramedics.
What makes the proposal different:
- No down payment requirement
- No monthly mortgage insurance payment
- A one-time upfront mortgage insurance premium instead
Why it matters: these essential roles carry enormous responsibility, but affordability often keeps them from buying homes in the communities they serve. The HELPER Act aims to remove major barriers so local heroes can build stability through homeownership.
